PLAYER ELIGIBILITY

 

ALL TEAMS SHALL BE COMPOSED OF NOT MORE THEN FIFTEEN (15)

PLAYERS. EXCEPT MIDGET AA WHICH IS NOT MORE THEN EIGHTEEN

(18).

 

ALL teams MUST hand a copy of their roster to the Tournament Director 45 minutes

prior to the first game.

 

ALL players shall bat and take their turn as per the team line up sheet.

 

Unlimited substitutes are allowed.  ALL pitching changes MUST be made through the

plate umpire.

 

In Mosquito NO players may sit for two (2) consecutive innings.

 

Any Player, Coach and/or Manager ejected from a game shall be suspended from the

NEXT game that his/her team plays.  All ejections are reviewed and further suspensions

may be issued by the Tournament Director.

 

TOURNAMENT RULES

 

ALL RULES OF BC MINOR BASEBALL ASSOCIATION THAT DO NOT

CONFLICT WITH THE RULES OF THIS DOCUMENT APPLY TO THIS

TOURNAMENT.

 

“Mercy Rule” in effect in all divisions (10 Runs as per B.C.M.B.A)

 

ALL teams shall report to the Tournament Director at least 45 minutes prior to the start of their first game and provide a ROSTER of players and PAYMENT for the tournament.

 

Home Team shall be determined by a coin toss 40 minutes prior to each game.  The home team shall occupy the third base dugout.  The home team during the Semi Final games shall be the higher placed team.  The home team during the Final game shall be determined by coin toss.

 

In case of a protest, the game shall be stopped immediately.  ALL decisions by the Protest Committee are FINAL.  There will be NO protests permitted at the Tadpole and Mosquito divisions.

 

ANY breach of the Tournament or Pitching Rules may result in forfeiture of that game and/or the next game, no matter when the breach is discovered.  In addition a letter outlining the violations will be sent to BC Minor Baseball Association and the teams Association President.

 

Pursuant to CFBA, BCABA and BCMBA rules ALL players in the Tadpole, Mosquito and Peewee divisions MUST wear helmets with straps securely fastened (NO EXCEPTIONS).

 

In Case of Bad Weather:

 

All teams must show up for their scheduled game time in the event of rain, unless notified of any changes. Games which are no necessary for the final standings may be cancelled.

 

If the designated ‘Home Team’ is ahead after the ‘Visiting Team’s’ last bat, the game will end.  NO last bats by the ‘Home Team’ in this situation will be permitted.

 

ALL games will have a time limit of two (2) hours (Exception: Semi Final/Final Games, which will have NO time limit).  No new inning will begin after this time.  In the event of a tie, one (1) additional inning will be played, if time allows. 

A copy of the team’s line up sheet shall be given to the Official Scorekeeper 15 minutes prior to the game.

ALL PITCHERS MUST SIGN PITCHING RECORDS AT THE END OF EACH GAME.

The following ‘Run Limits’ will apply to the following divisions:

Mosquito AAA            4 Runs

Peewee AA                   5 Runs 

Bantam A                     5 Runs

Midget AA                    5 Runs

THE LAST INNING AND ANY EXTRA INNINGS WILL BE ‘OPEN’

 

Pitchers will be permitted give (5) warm-up pitches between innings.

Tadpole Summer Ball League Rules 2006

   

  1. Before a game, each head coach must give a copy of his batting line-up to the opposing team and the home plate umpire.
  2. Home teams are to supply the umpires for their game.
  3. During a game, coaches or parents cannot position themselves on the outside of the backstop behind the umpire in order to coach the team or umpire. There will be one warning and if this continues, loss of the game can occur.
  4. BAD MOUTHING umpires by coaches or parents will NOT be tolerated. If there is a problem, both coaches can talk to the umpire in a NON-THREATENING WAY. The umpires’ decision will be final.
  5. No new inning shall be started later than 2 hours and 15 minutes from the start of the game.
  6. The length of a legal game is 4 complete innings but no more than 6 innings of pitched baseball. You must also have a minimum of 9 players starting the game.
  7. 3 outs or a maximum of 4 runs per inning, with the last inning of play having a 10 run maximum limit.
  8. You can only dress 12 players per game, although you may carry as many spares as you like.
  9. 9 players are allowed on the field per inning.
  10. All players must play the infield for a minimum of 2 innings and the outfield for a minimum of 1 inning per game. No player may play more than 2 innings in one position with the exception of the catcher, who may play a maximum of 3 innings per game.
  11. All players must sit once before another player sits twice.
  12. There is no mercy rule in effect. If the home team is leading in the last inning, they will not take their last bats.
  13. When at bat, any team may pull their catcher off the bases to dress for the next inning when there are 2 outs. The last player out will replace them.
  14. Everyone bats.
  15. Pitching shall be from 42 feet. Players may pitch from 46 feet but it is not mandatory. If a player elects to pitch from 46 feet, they must finish that inning from 46 feet.
  16. All players may only pitch 1 inning per game.
  17. No stealing home on a pass ball or on a missed throw back to the pitcher.
  18. Base runners must stop running once the pitcher has possession of the ball on the mound.
  19. All CMBA’s pitching rules and rule 13 (pitching rules) of BC Minor Baseball shall apply in its entirety. Any violation of the pitching rules will result in a forfeit of the game by the offending team.
  20. The pitcher may pitch from the “set position” without coming to a full stop before delivery. No “balk balls” will be called against the pitcher.
  21. 1 trip to the mound by coaches per inning – per player. The pitcher is to be removed on a second trip to the mound by coaches. The pitcher removed due to this rule cannot return as a pitcher in this game in a later inning.
  22. Base stealing is allowed. Runners may advance if there is an attempt to throw out a runner – play is live until the pitcher has possession of the ball on the mound.
  23. Any base runner that overruns another base runner is declared out.
  24. Leadoffs are not allowed. The ball must cross home plate before any runner(s) can leave the base(s).
  25. No head first sliding is allowed. The runner will be called out.
  26. The infield fly rule is in effect.
  27. Bunting is allowed. A bunt is considered a strike if missed or fouled. A batter that fouls a bunt on strike 3 is out.
  28. A batter cannot run on a third strike dropped by the catcher.
  29. Catcher interference rule is in effect. “No pitch” is to be called. One warning is to be issued to the catcher and if interference occurs again the batter will be awarded first base. (Per batter).
  30. The slide or avoid rule is in effect.
  31. The umpire will call interference on a defensive player if the bag or plate is not partly exposed. The runner will be awarded a base.
  32. Calling a player out for throwing the bat will be at the umpire’s discretion. If the batter is called out, no base runner will advance.
  33. If a pitched ball hits a batter, the batter is awarded first base.
  34. All BC Minor Baseball rules will be in effect but CMBA rules take precedence.
  35. All players born in 1997 or 1998 or later are eligible to play.
  36. The pitching week is from Monday 12:01 a.m. to Sunday 11:59 p.m. Any pitcher who delivers 1 pitch to a batter shall be considered to have pitched one inning.
  37. Any runner that stops advancing to a base and the pitcher has possession of the ball on the mound, the runner must return to the base they came from.
  38. Any pitcher that hits 3 batters must be removed from the pitching mound.
  39. Pitchers can only pitch a maximum of 6 innings per pitching week.
  40. If after 1 complete inning a player shows up late, that player cannot play in that game.
  41. If a player leaves a game because of other commitments/ injury or an emergency, that player will be scratched from the line-up and the team will not be penalized.
  42. If an umpire misses a rule call, both coaches may talk to the umpire to clarify the rule in a calm and dignified manner. (They are learning too).

 

                                   

Tadpole Summer Ball Tournament Rules 2006

   

 

  1. Same as the regular season with these exceptions.
  2. Home team is decided by a coin toss.
  3. Tie breakers as per BC Minor rules. (see below)
  4. Winning team must report game score to the concession stand.
  5. Birth certificates must be provided prior to the start of the tournament. Only players born 1997, 1998, or later will be permitted to play.
  6. Home team is required to have the umpires sign their scorebook.
  7. In the event of a protest, the tournament committee will review and make the ruling.
  8. All teams will take their last bats, no matter what the score is.
  9. Home team in semi-finals and finals will be decided by how they placed in the round robin.

 

 

Tournament Tie Breaker Rules:

1.     Head to head

2.     Runs against per inning played (lower average wins).

·        Example: 18 innings played & 198 runs against = 11.00

·        Example: 16 innings played & 168 runs against = 10.50

3.     Runs for over runs against (higher percentage wins)

·        Example: 240 runs for divided by 198 runs against = 1.21%

·        Example: 198 runs for divided by 168 runs against = 1.17857%

4.     If all these methods to not produce a winner we will draw straws. The largest straw will be the winner and the next largest will be second.

BC Minor Baseball Pitching Rules

These rules apply in addition to Diane Cook Tournament Rules

N. Rule 13: Pitching Rules The following pitching rules are to be considered as general rules and are applicable to all age divisions for Exhibition, League, Invitational Tournament, Summer Leagues, Zone, Provincial Tournaments, Western Canada Championships, and National Championships. (Please note that these rules are in effect for all BCMBA teams at all times regardless of whether or not an event is BCMBA sanctioned.) Specific pitching rules and restrictions thereto are further covered under each Division.

(1) A calendar week is from 12:01 a.m. Monday to 12:00 p.m. (midnight) the following Sunday.

(2) Any team member may pitch, subject to other restrictions of the pitching rules, in each Division. No prior registration is necessary.

(3) A pitcher shall not be allowed to pitch unless they have 2 nights rest after pitching in:

 

Midget

5 or more innings in the same calendar day

Bantam

5 or more innings in the same calendar day

Pee Wee

4 or 5 innings in the same calendar day

Mosquito

3 or more innings in the same calendar day

A pitcher shall not be allowed to pitch unless they have 3 nights rest after pitching in :

Pee Wee - 6 or 7 innings in the same calendar day.

This rule shall be interpreted as follows: In the case of a team playing more than one game on the same calendar day if a pitcher pitches the number of innings in the first game which give rise to the 2 or 3 night rest rule then he may not pitch any further innings that day.
